Covelo Wastewater Facilities Improvement

Project Abstract:
The Covelo Wastewater Facilities Improvement consists of primary pond improvements, collection system upgrades, influent pump station and headworks modifications, secondary and holding pond improvements, sand filter rehabilitation, electrical and control system upgrades, construction of a new control and operations building, and construction of a septage receiving station. The improvements will bring the facility into compliance with the Regional Water Board Waste Discharge Requirements (Order No. R1-2006-007).
Project Goals:
- Covelo CSD is currently working under a Consent Decree and Order issued by the United States Magistrate Judge Joseph C. Spero of the U.S. District Court, Case No. C01 3737 JCS filed October 3, 2001, by Jack Silver, Esq. (SBN 160575), Attorneys for Plaintiff, Northern California River Watch. The primary project goals are to address and correct the unpermitted discharges occurring from the collection system and treatment ponds specified in the Consent Decree Order.
- Achieve compliance with State of California Water Quality Standards.
- Restoration of the collection system to operational compliance with Order NO. R1-3000-16, NPDES permit CA 0023574, L.D. No. 1B83009OMEN WASTE DISCHARGE REQUIREMENTS FOR COVELO COMMUNITY SERVICES DISTRICT.
- Restoration of the wastewater treatment facilities to operational compliance with ORDER NO. R-1-2000-16 NPDES permit CA 0023574, ID NO. 1B83009OMEN WASTE DISCHARGE REQUIREMENTS FOR COVELO COMMUNITY SERVICES DISTRICT.
- Resolve the various outstanding health and safety issues that are of concern to the community.
- Install liners and effluent distribution system to control discharge of treated effluent of the wastewater systems oxidation ponds to prevent leakage of inadequately treated wastewater into the unconfined Covelo aquifer and into Town Creek from Oxidation Pond No.2.
- Modernize various equipment and buildings at the treatment plant to provide adequate discharge facilities capable of managing community wastewater.
- Replace failing sections of the existing collection system and minimize excess infiltration and inflow and protect surface water quality.
- Complete all needed environmental studies, plans, permits, and bid documents for the project to proceed.
