North Coast IRWMP Proposition 84 Implementation Grant, Round 1

The Department of Water Resources (DWR) has announced the Final Awards for the Round 1 Proposition 84 Implementation Grant Program including an $8,221,061 award for the North Coast Integrated Regional Water Management Plan (NCIRWMP), Round 1 Proposition 84 Implementation Grant. This award represents 100% of the total grant request and will fund nineteen high priority NCIRWMP Implementation projects located throughout the North Coast region that will result in multiple water supply, water quality, climate mitigation/adaptation, habitat restoration and socio-economic benefits.

Proposition 84, Round 1 Implementation Priority Projects

Over 60 North Coast implementation project proposals were submitted for inclusion in the North Coast IRWM Plan (NCIRWMP). The NCIRWMP Policy Review Panel (PRP) directed the Technical Peer Review Committee (TPRC) to develop a regional, fully integrated, rigorous and fair review process to evaluate and prioritize the North Coast projects for content, eligibility, feasibility and technical accuracy. The PRP also instructed the TPRC to consider geographic representation and projects that demonstrate benefits to disadvantaged communities and promote environmental justice, in addition to their technical review.

The TPRC reviewed and ranked all submitted projects on October 28 & 29 for inclusion in the NCIRWM Plan and based on the rankings and regional criteria selected a slate of Priority Projects for the Proposition 84, Round 1 Implementation grant proposal. The TPRC’s review ensures that the high NCIRWMP Projects meet the eligibility requirements and criteria set forth in the Proposition 84 & IE IRWM grant program guidelines and will help to achieve the goals and objectives outlined in the North Coast IRWM Plan. During the meeting the TPRC developed a recommended list of prioritized projects with grant requests totaling $4.11 M and $8.22 M. At the NCIRWMP PRP & TPRC meeting on November 10th, the slate of Priority Projects was unanimously approved by the PRP.

On November 5th, the Department of Water Resources released an addendum to the IRWM Implementation Proposal Solicitation in response to the passage of Senate Bill 855 which appropriated additional funds to the IRWM that will be made available during the Round 1 grant cycle. To take advantage of the additional funding made available to the Round 1 IRWM grant cycle, the NCIRWMP submitted a Proposition 84, Round 1 Implementation Grant application for $8.22 M. North Coast IRWMP Planning Grant

The Department of Water Resources (DWR) posted the Final Proposition 84 Planning Grant awards including funding for the North Coast Integrated Regional Water Management Plan, Phase III Planning Grant in the amount of $1,000,000. In the upcoming months, DWR will work with the County of Humboldt to develop the grant agreement. The final awards are posted at http://www.water.ca.gov/irwm/integregio_planning.cfm.

The planning grant will enhance and update the North Coast IRWM Plan to meet the new requirements set forth under Propositions 84 & 1E with additional local and regional data, technical analyses and project identification. New topics will be added to the Plan to address tribal objectives, climate change, groundwater assessment, integrated flood management, plan performance measures, and local land use planning synchronization. In addition, the planning grant will allow for the continued facilitation of the North Coast collaborative framework and stakeholder involvement through outreach, coordination, workshops, capacity building, technical assistance and educational materials.

NCIRWMP Proposition 1E Stormwater Flood Management Grant

On September 21, 2011 the Department of Water Resources (DWR) announced the release of Draft Funding Recommendations for the Proposition 1E Round 1 Stormwater Flood Management Grant Program, including funding for the City of Fortuna - Rohner Creek Flood Control and Riparian Habitat Restoration Project.  http://www.water.ca.gov/irwm/integregio_stormwaterflood.cfm

General Information

The Department of Water Resources (DWR) released the Final Integrated Regional Water Management Program Guidelines and Proposal Solicitation Packages (PSP) for the Round 1 Implementation Grant, and Stormwater Flood Management Grant programs. The Guidelines and PSPs will be used to distribute IRWM grant funding according to Proposition 84, Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 and Proposition 1E, Disaster Preparedness and Flood Prevention Bond Act of 2006.
